Complaints about rubbish 

Hillingdon Council can take action about rubbish accumulated in alleys, access roads, communal areas around the boundaries of housing and non-residential land. For the council to be able to take action the rubbish needs to be causing a problem.

e.g. home to rats or mice, presenting a health risk, smelling bad, or constituting a statutory nuisance.

Fly tipping is the dumping of large amounts of rubbish or bulky items on land that is not a licensed rubbish dump. In some cases it can be punished by fines of up to £50,000 or time in prison.

Who fly tipping should be reported to and who is responsible for clearing it depends on where it is.  It is not always the responsibility of Hillingdon Council. For example, fly tipping on the canal needs to be reported to British Waterways and fly tipping on the river needs to be reported to the Environment Agency.
